What changes are parties pursuing to Cali Fund agreements?

Overview

The United Kingdom supports the effective operationalisation of the multilateral mechanism and the Cali Fund under Decision 16/2, and as co-founder of the Friends of the Cali Fund it is one of the Fundโ€™s principal advocates among developed countries. It favours a voluntary approach, encouraging contributions through engagement with industry rather than a mandatory domestic levy. It emphasises legal clarity for users, the avoidance of duplicate benefit-sharing expectations under national ABS measures, and coherence with other international ABS instruments to prevent the stacking of obligations. In the negotiations, the United Kingdom prioritises finalising workable modalities that encourage private-sector participation over reopening governance arrangements.

Goals

- Keep contributions voluntary and secure early contributions from industry, particularly pharmaceutical companies

- Provide legal certainty and protection from duplicate benefit-sharing claims for paying companies

- Finalise workable modalities without reopening governance arrangements
