Overview
This is a live page and will be updated throughout the Cali Fund negotiations at CBD COP17.
By its decision 16/2, the Conference of the Parties adopted the modalities for operationalizing the Multilateral Mechanism for benefit-sharing from the use of digital sequence information on genetic resources, including a global fund named the Cali Fund for the Fair and Equitable Sharing of Benefits from the Use of Digital Sequence Information on Genetic Resources. The Multilateral Mechanism was first established by decision 15/9, as part of the Kunming-Montreal Global Biodiversity Framework.
At COP17, these discussions take place under agenda item 11, โDigital sequence information on genetic resourcesโ. The main agenda includes:
- Public availability of digital sequence information. Possible new tools and models, such as databases, for making digital sequence information on genetic resources publicly available and accessible in a transparent and accountable manner to all Parties.
- Modalities of the Multilateral Mechanism. Views on the modalities, including possible additional modalities that take products and services into account.
- Review of effectiveness. A methodology, developed by the Steering Committee, for reviewing the effectiveness of the Multilateral Mechanism, including the Cali Fund.
- Report and advice of the Steering Committee. The Steering Committee oversees the operations of the Cali Fund host and guides the operations of the secretariat of the Multilateral Mechanism.
- Allocation methodology. The outcomes of the Ad Hoc Technical Expert Group on Allocation Methodology, to determine the formula for allocating funds from the Cali Fund.
- Contribution rates and thresholds. A study on contribution rates, including implications for revenue generation and economic competitiveness, and on standards for identifying small, medium and large entities using digital sequence information on genetic resources, for the Conference of the Parties to consider and establish thresholds and contribution rates for private sector entities.
The Conference of the Parties will be invited to consider a consolidated draft decision with a view to its adoption.
