Overview
Norway supports the effective operationalisation of the multilateral mechanism and the Cali Fund under Decision 16/2, and has contributed financially to its establishment, including support for the Steering Committee and the informal global dialogues on DSI. It favours a voluntary mechanism that provides legal certainty for users, and has expressed reservations about provisions that would subject the mechanism to national legislation in ways that could undermine its effectiveness. Norway supports the avoidance of double payments and coherence across ABS instruments, including under the International Treaty on Plant Genetic Resources for Food and Agriculture. It prioritises finalising workable modalities over reopening governance arrangements.
Goals
- Keep the mechanism voluntary, with legal certainty for users
- Limit the scope for national legislation to undermine the mechanismโs incentive to contribute
- Avoid double payments and promote coherence across ABS instruments, including the Plant Treaty
- Finalise workable modalities without reopening governance arrangements-
