Overview
Germany supports the multilateral mechanism and the Cali Fund under Decision 16/2 within the EU position, and is a member of the Friends of the Cali Fund. It backs an effective, low-bureaucracy and voluntary funding structure, treats the avoidance of double payments and legal certainty as essential, and has emphasised the importance of including industryโs interests and views. Domestically, it has convened ABS round tables with commercial and non-commercial DSI users on incentives for contributions, and commissioned the FAR-DSI project to assess how global databases could implement paragraph 10 of Decision 16/2. In the negotiations it follows the EU line, including an implementation-first approach to new contribution modalities.
Goals
- Build a voluntary, low-bureaucracy contribution structure with industry buy-in
- Avoid double payments and provide legal certainty for paying companies
- Develop practical database measures under paragraph 10 of Decision 16/2
