Overview
Switzerland pushed back, without success, against the finalised DSI contribution percentages in the closing hours of COP16 (Nov 2024), alongside the EU. It has continued to participate in SBI-6 (Rome, Feb 2026) and SBSTTA-28/SBI-7 (Nairobi, 2026) discussions as part of the developed-country user bloc.
Goals
- Refine the contribution modalities, including the indicative percentages, while keeping contributions voluntary
- Prevent the mechanism being made subject to national ABS legislation in ways that undermine legal certainty for users
- Preserve open access to DSI in public databases, with no track-and-trace requirement
- Focus on operationalising the Fund rather than reopening the MoU or governance arrangements
