What changes are parties pursuing to Cali Fund agreements?

Overview

Mexico supported adoption of Decision 16/2 at COP16 and approaches the multilateral mechanism with an emphasis on legal clarity and coherence between instruments. At SBI-6 it warned that including DSI in specialised ABS instruments in the absence of clear international rules could create confusion and interfere with the mandates of other bodies. Domestically, Mexico is developing a regulatory instrument under Article 87 Bis of the LGEEPA that will take account of DSI developments on a gradual basis, and plans an interinstitutional analysis of measures to incentivise users under its jurisdiction to contribute to the Cali Fund, subject to national legislation and institutional capacity.

Goals

- Maintain legal clarity and avoid overlapping DSI rules across international instruments

- Integrate DSI into the national ABS framework on a gradual basis

- Explore domestic incentives for Cali Fund contributions within national capacity
