Overview
The Netherlands supports the multilateral mechanism and the Cali Fund under Decision 16/2 within the EU position, and is an active member of the Friends of the Cali Fund. It has focused on awareness-raising and stakeholder engagement rather than legislation: a multi-stakeholder working group of companies, universities, NGOs, database holders and government is preparing a white paper on the interpretation of the mechanism and possible improvements, and outstanding ambiguities have been raised with the EU and the CBD Secretariat. It places emphasis on coherence between the mechanism and other ABS instruments.
Goals
- Clarify ambiguities in Decision 16/2 for users, including public research and database holders
- Encourage voluntary contributions from Dutch companies
- Ensure coherence between the mechanism and other ABS instruments
