Overview
India supports effective operationalization of the multilateral mechanism and the Cali Fund for DSI benefit-sharing under CBD Decision 16/2, while emphasizing that implementation must remain without prejudice to national legislation and sovereign rights over genetic resources. India advocates recognition of its Biological Diversity Act and 2025 ABS Regulations alongside the multilateral mechanism, particularly where DSI is linked to identifiable Indian genetic resources. It supports a cautious, implementation-first approach, until the Cali Fund has been evaluated through practical experience, thereby prioritizing complementarity between national ABS systems and the global mechanism.
Goals
- Preserve recognition of India's own ABS regime alongside the global mechanism
- Avoid new modalities (e.g. product/service-based contributions) being adopted before COP18 review
- Keep implementation "without prejudice" to national legislation and sovereignty over genetic resources.
