What changes are parties pursuing to Cali Fund agreements?

Overview

The Like-Minded Megadiverse Countries (LMMC), a grouping of biodiversity-rich developing countries including Brazil, India, Indonesia, Mexico, Peru and South Africa, push for the mechanism to protect provider-country interests. Speaking through South Africa at SBI-7, the LMMC supported COP-level governance of the Cali Fund, warned that thresholds for contributing entities should not hollow out the mechanism, and called for non-monetary benefits to include technology, know-how and research results. It wants certificates to be verifiable, meaningful and recognised by national ABS authorities. Several members, notably Brazil, India and Peru, insist that the mechanism operate without prejudice to national ABS laws and that benefit-sharing from DSI is an obligation rather than a voluntary contribution.

Goals

- Keep the Fund under COP governance and preserve national ABS frameworks

- Prevent thresholds from hollowing out the contributor base

- Make certificates verifiable and recognised by national ABS authorities

- Secure non-monetary benefits, including technology, know-how and research results
