Overview
The Netherlands has not reported a specific legislative or financial incentive for Cali Fund contributions. Instead, it has undertaken extensive awareness-raising, stakeholder engagement and policy development to encourage national stakeholders to participate in the Multilateral Mechanism.
Proposed legislation / administrative measure
The Netherlands has established a multi-stakeholder working group comprising representatives from the private sector, universities, NGOs, database holders and government. The group is examining the interpretation and implications of the Multilateral Mechanism and preparing a white paper, including potential improvements to its implementation.
Government departments are also coordinating to ensure coherence between the Multilateral Mechanism and other ABS instruments. Outstanding questions and perceived ambiguities have been raised with EU counterparts and the CBD Secretariat.
The Dutch ABS National Focal Point has published extensive information on the Multilateral Mechanism and Cali Fund through its bilingual website, newsletters and LinkedIn, including articles on the Cali Fund's launch, contribution opportunities for companies and implications for public research. The Netherlands is also an active member of the Friends of the Cali Fund coalition
